It even has velcro on the bottom to attach to the frame to keep from blowing away. There is ventilation in the form of holes in the middle of the plastic. Whether this will allow rain in has yet to be seen.
The cover did smell like an inner-tube right out of the box, hopefully being aired out will cure this. I would not let my child chew on this though, because I believe it may be toxic, but playing with any kind of plastic is bad for children.
